The Cactus Basins No. 4 & 5 Project is located in Rialto, California. The major scope of work is to level and stabilize the existing 75 acres of basin and build an embankment dam with concrete structures to control storm water in the area.
The community of North Rialto is subject to flooding due to urban drainage discharged into County flood control right-of-way, adjacent to residential neighborhoods. To mitigate the risk of flooding to the surrounding homes it was determined that a flood control dam was required to properly attenuate storm flows.
RockForce Construction was contracted to construct the overall flood control facility to protect the surrounding neighborhoods from flooding. The project consisted of a storm water inlet facility consisting of a 10' X 14' reinforced box culvert, 20 foot tall channel walls and 11,000 CY of concreted 1-ton rip rap which allowed water to enter the site. In addition the project consisted of a 60 foot tall dam, a reinforced concrete low-level outlet for the dam, and a reinforced concrete spillway, all of which were under the jurisdiction of California Division Safety of Dams. All of the material for the dam embankment was mined and processed onsite. Additionally, the project required the installation of 3,500 lineal feet of 36" HDPE pipe and nearly 2 miles of reinforced u-ditch. All of these project components were constructed in an active flood control basin.
